NPDES program management assistant
OWP research staff have provided assistance with guidance development and decision making for various aspects of stormwater management and National Pollutant Discharge Elimination System (NPDES) and Total Maximum Daily Load compliance (TMDL). Program assistance has included developing guidelines for best management practice (BMP) testing and implementation, suggesting general protocols for stormwater monitoring, creating tools for designing effective best management practices and stormwater management programs, and developing stormwater management plans.

Caltrans Stormwater Program Assistance
OWP has provided technical assistance to the California Department of Transportation (Caltrans), Division of Environmental Analysis, for almost 20 years. OWP support for Caltrans stormwater program has included participation in dozens of BMP verification studies, runoff characterization studies, and feasibility studies, as well as planning, development, and peer review of guidance documents and planning tools such as the Maintenance Staff Guide, Basin Sizer, and the Water Quality Planning Tool. Through these efforts OWP has supported Caltrans NDPES permit compliance, along with development of annual, permit-required documentation like the Monitoring and Research Program Data Summary Report, the Stormwater Monitoring and BMP Development Status Report, and the Monitoring Results Report. In addition, OWP has assisted with public education efforts, including the Caltrans award-winning “Don’t Trash California” campaign.

State Parks Stormwater Program Assistance
OWP provides the California Department of Parks and Recreation (State Parks) with program support for Phase II stormwater permit compliance activities. OWP’s effort included outfall inventory, drainage area assessment, hotspot identification, training, and BMP planning.

Sacramento State Facilities Management
OWP provides the Facilities Management Department of California State University, Sacramento (Sacramento State) with program support for Phase II stormwater permit compliance activities as well as assistance with the development of a Spill Prevention Control and Countermeasures Plan. OWP’s efforts include outfall inventory, drainage area assessment, hotspot identification, training, baseline trash assessments, as well as assistance with the development of stormwater pollution prevention plans for hotspot areas.
